“保持道路运输网络和供应链的正常运转,对于帮助国际社会在未来几周应对疫情至关重要。”4月30日,国际道路运输联盟(IRU)秘书长翁贝托·德·布雷托接受中国交通报、中国交通新闻网记者采访时说。这是他第四次接受中国交通报、中国交通新闻网记者的采访,又一次强调了国际道路运输的重要性。
人员流动和货物运输都离不开道路交通,全球几乎所有商品生产和销售的某一环节都依赖于道路运输企业提供的服务。然而随着新冠肺炎疫情在全球范围蔓延,全球道路运输系统受到冲击,进而影响国际供应链。
目前,依然开放的TIR(国际公路运输系统)成为特殊时期国际供应链的重要支撑。尤其是灵活、便捷、已直通亚欧27国的跨境公路运输,各国海关监管互认,沿途不开箱,保障货物运输安全的同时,能有效减少人员密切接触,为疫情下企业复工复产和跨境货运提供有力保障。
为贸易重启提供最佳工具
“全球近6%的就业人口从事道路运输相关工作,其中大部分供职于中小型企业。由于规模较小,现金储备不足,这些企业难以从容应对疫情等外部冲击带来的经济影响,正面临严峻考验。”布雷托说,作为代表全球350万家运输企业发声的行业国际组织,高度关注并持续评估疫情发展对于跨境道路运输的影响。
疫情发生以来,IRU与包括国际交通论坛(ITF)、世界贸易组织(WTO)、世界银行(World Bank)等在内的相关国际组织保持密切沟通与合作,呼吁全球在应对新冠肺炎疫情方面进行更密切合作。
布雷托说:“新冠肺炎疫情是一场全球危机,需要全球层面的行动。TIR提供的正是这种全球解决方案,为保障疫情期间的国际运输和疫情后的贸易重启提供了最佳工具。”
在IRU及合作伙伴的呼吁下,欧盟委员会发布了关于开通货运绿色通道的指南,要求车辆过境时间不得超过15分钟;欧盟还推出了“Galileo Green”App,可查询成员国口岸过境实时信息,目前IRU一些会员已在使用,后续将在更大范围推广。
为进一步落实TIR在促进国际供应链畅通方面的作用,IRU近期还与联合国欧经委会(UNECE)共同致信各国海关,建议通过统一协调的措施确保海关跨境通关合作,实施货运绿色通道,并鼓励使用联合国《TIR公约》及与之相关的信息化工具。
IRU携手应对疫情的举措,获得了联合国的点赞。近日,联合国在《共担责任、全球声援:应对新冠疫情的社会经济影响》报告中,强调了TIR对全球贸易的重要贡献,并鼓励各国在疫情期间利用TIR及数字化解决方案,保障国际物流稳定通畅。
联合国秘书长安东尼奥·古特雷斯表示:“TIR系统及其他相关工具,无需人际接触即可实现电子信息交换,将便利货物通关,此类创新工具应在各国应用。”
积极助力我国复工复产
海关人员认真核对司乘人员的《健康申明卡》后,对其进行体温检测,确认其体温正常后,为车辆办理了验放手续。满载着纺织品、服装和鞋的车辆在满洲里口岸办理了TIR出口运输,经俄罗斯驶向西班牙。这是不久前发生在满洲里口岸的一幕。
目前,中国经中亚至欧洲的公路货运通道仍然开放,俄罗斯、哈萨克斯坦、乌兹别克斯坦、乌克兰、波兰、拉脱维亚等国家最新防控措施中并未对跨境公路货运进行限制。因此,TIR运输货物还是可以正常通关运行。
2016年7月,我国正式加入《TIR公约》。2019年6月,海关总署宣布启动中国全境TIR运输(港澳台地区除外),TIR在我国取得跨越式发展。目前中国疫情防控形势持续向好,TIR正积极助力我国复工复产。
2月27日,装载电解液的TIR车队在阿拉山口口岸办理了自疫情以来首票前往欧洲的TIR业务,经哈萨克斯坦、俄罗斯、白俄罗斯,抵达波兰:3月12日,运输锂电池的TIR车辆在二连浩特口岸办理了TIR出口运输……
布雷托表示,IRU愿为中国分享更多的行业抗疫与发展信息,共同促进疫情后国际道路运输供应链畅通。希望政府鼓励包括生产型企业、贸易型企业、货运代理企业和运输企业在内的供应链上下游企业参与“一带一路”沿线国家间的国际道路运输业务,并为行业内优质企业提供多方面的政策、资金及税收支持,培育中国TIR运输产业的中坚力量。

During the period, how did IRU ensure the operation of the international road transportation supply chain?
A:IRU作为代表道路运输行业的国际组织,高度关注并持续评估疫情发展对于全球供应链和道路运输行业的影响,并为国际社会和行业携手应对疫情、维持供应链运转做出积极呼吁和不懈努力:

1.Calling on the Secretary-General of the United Nations, for a harmonised coordination of prevention and control measures to ensure the smooth flow of international supply chains, and prioritising the passage of essential goods and personnel.
In response, in the recently issued report "Shared Responsibility, Global Solidarity: Responding to the Socio-Economic Impact of the New Crown Outbreak.” UN SG emphasised the important contribution of TIR to global trade and encourages member states to use TIR and digital solutions to reduce interpersonal contact and facilitate cross-border goods transport;
2.Cooperating with the United Nations Economic Commission for Europe (UNECE), we jointly launched the global monitoring of transit, and continue to provide the road transportation industry with the latest passages and prevention and control policies of national border ports;
3.Our recommendations to a number of countries and intergovernmental organizations, included: establishing a green lanes for freight vehicles, making flexible adjustments to the driving and rest time of drivers, extending the validity of driver and vehicle certificates that expire during the epidemic, and providing financial support to road transport companies, especially small and medium-sized enterprises.
4.We also sent a letter to the customs authorities of various countries together with UNECE, suggesting the adoption of unified and coordinated measures to ensure cross-border customs clearance cooperation and the implementation of green lanes for freight transport, as well as encouraging the use of the United Nations TIR Convention and related information tools.
5.Last, but not least, we made the best use of IRU’s global network to strengthen the sharing of information and expertise among countries during the COVID-19 pandemic.
Since the outbreak, IRU has continued to work closely with the International Transport Forum (ITF), the World Trade Organization (WTO), the Organization for Economic Cooperation and Development (OECD), the International Transport Workers’ Federation (ITF), the International Employers’ Organization (IOE), the International Labour Organizations (ILO) and the World Bank, along with other relevant international organisations, to call for closer global cooperation in response to COVID-19.

基于IRU最新研究:
客运企业收入预计2020年将平均下降50%—100%。其中,城市公交客运平均降幅约50%,定期城际客运平均降幅最高达80%,旅游和跨境长途客服降幅最高达100%。
货运企业收入预计2020年将平均下降40%,尽管这一平均降幅掩盖了运输食品等必需品与运输非必需品公司之间收入的巨大差异。

Nearly 6% of the global working population is engaged in road transport-related work, most of which are employed by small and medium-sized enterprises. Due to their small scale and insufficient cash reserves, these enterprises are unable to cope with the economic impact of the COVID-19 pandemic restrictions on their businesses. They are facing severe operational and financial stress and require comprehensive financial and taxation support from governments.
Goods transport operator revenues are expected to decline on average by 40% in 2020, although this average masks big differences between companies transporting essentials, such as food, and non-essentials.
This is why the work of international road transport needs to be resumed as soon as possible and gradual relaxation measures need to be taken in a coordinated way.

货运方面,自欧盟采取边境防控措施以来,部分公路边境出现阻塞,导致医疗和民生物资难以运达;在IRU及合作伙伴的呼吁下,欧盟委员会发布了关于开通货运绿色通道的指南,要求车辆过境时间不得超过15分钟;欧盟还推出了“Galileo Green”App,可查询成员国口岸过境实时信息,目前IRU一些会员已在使用,后续将在更大范围推广。
客运方面,欧盟国际长途客运和国内客运市场均受到严重冲击,旅游客运几乎100%停摆,城际客运下降了90%,据预测,限制性措施取消后,客运活动将慢慢恢复,但目前由约36万家公司、直接雇用约200万人的客运市场已接近停滞。
EU situation:
In terms of freight transport, since the EU adopted border prevention and control measures, some borders have been blocked, making it difficult for medical supplies and essential goods to reach their destinations. Upon the call from IRU and its partners, the European Commission subsequently issued guidelines on opening green lanes for freight transport. These have been followed by the launch of the Galileo Green App, which gives drivers real-time information on the border-crossing situations in Europe. It is currently being tested by several IRU members and will later be scaled up to become a widely available solution to the crisis.
In terms of passenger transport, the European Union’s international long-distance passenger transport and domestic passenger transport markets have been severely impacted. Tourist passenger transport is almost 100% suspended, and intercity passenger transport has fallen by 90%. It is predicted that after the removal of restrictive measures, passenger transport activities will slowly resume. However, at present, the passenger transport market, which employs approximately 360,000 companies and directly employs approximately 2 million people, is close to breaking point.

目前俄罗斯、哈萨克斯坦、乌兹别克斯坦、乌克兰、波兰、拉脱维亚等国家最新防控措施中并未对跨境公路货运进行限制,中国至中亚及欧洲的公路货运通道仍然开放,受疫情影响较小。
在此基础上,受益于各国海关监管互认,TIR国际公路运输,在保障货物运输安全的同时,能够有效减少口岸查验及过境过程中的人际接触,为疫情下企业复工复产和跨境货运提供了有力保障。现阶段,TIR运输已在阿拉山口、霍尔果斯、二连浩特、满洲里等重点口岸逐步恢复,整体运输时效可能受沿途防控措施影响。
由于各国疫情形势不断变化,仍存在不确定因素,IRU将持续密切关注各国陆路口岸通行动态和相关措施,加强与物流与外贸企业的沟通,为TIR跨境运输提供保障,为国际道路运输供应链通畅运转提供支撑。
此外,中国道路运输协会近期针对中国国际道路运输企业的问卷调查结果显示:与去年同期相比,2020年1月,国际道路货运量/周转量及货运收入下降幅度不明显。自疫情爆发以来,受国际、国内疫情防控临时措施及国际贸易量下降的影响,2020 年2月各项数据下降明显,个别地区的企业经营活动停止。2020年3月国际道路货运相关数据降幅收窄,随着各地复工复产政策的实施,企业经营活动有所恢复。根据相关企业调查数据综合测算,2020年第一季度的国际道路货运量/周转量及货运收入与去年同期相比平均下降在50%以上。
Situation in China:
At present, Russia, Kazakhstan, Uzbekistan, Ukraine, Poland, Latvia and other countries have not restricted cross-border road transport. The road freight route from China to Central Asia and Europe is still open and is less affected by the epidemic.
TIR has proved an excellent tool to safeguard road transports along this route and beyond. In addition to ensuring the safe transport of cargo, it also effectively reduces face-to-face contact during customs inspection and transit, thus enabling companies to resume production and cross-border transport during the pandemic.
IRU has been supporting this use of TIR and continues to pay close attention to the development of land border restrictions and related measures in various countries. We are doing all in our power to strengthen communication between mobility and logistics stakeholders and provide protection for TIR cross-border transports, in order to keep supply chains moving.
The results of a recent questionnaire survey conducted by the China Road Transport Association of Chinese international road transport companies has shown that compared with the same period last year, in January 2020, the international road freight volume / turnover volume and freight revenue did not decline significantly. Nevertheless, since the outbreak of the pandemic, freight volumes and revenue have dropped significantly in February 2020 and business operations in individual regions have ceased owing to the impact of temporary international and domestic travel and border restrictions and the decline in international trade. In March 2020, the decline in international road freight-related data narrowed even further.
Overall, according to comprehensive calculations from survey data of related companies, the international road freight volume/turnover volume and freight revenue in the first quarter of 2020 decreased by an average of more than 50% compared with the same period last year.

Road transport is a vital part of the transport sector and has numerous advantages such as less dependence on hard infrastructure, flexibility in terms of route and the ability to offer a door-to-door service. During the COVID-19 pandemic, China like other countries around the world has faced increased supply chain and logistics difficulties. In order to ensure the smooth operation of the international supply chain, cross-border TIR road transports can be used as a new option for companies when other transport methods remain blocked under the pandemic restriction measures.
In recent years, IRU has made great efforts with the Chinese government and colleagues in the industry to promote the implementation of the TIR Convention and the development of China's cross-border road transport. As of today, China has opened TIR road transport corridors with 27 countries, reducing the delivery time for cross-border road freight transports over 7,000 kilometers to about two weeks. The international road transport routes connecting China, Central Asia, Mongolia, and Russia to Europe have been strengthened. They form a new China-Europe logistics channel that competes well the advantages of maritime, air and rail transport.
On a global level, we have last week issued a series of recommendations to ensure the survival of transport operators, during and post Covid-19.

How to predict the development of TIR international road transportation after the epidemic?
A:跨境公路运输为疫情期间的国际供应链提供了有力支撑。随着部分国家逐步度过疫情高峰期,进入经济重启阶段,TIR运输将随着国际贸易的复苏而逐步重回正常轨道。
目前中国的疫情已得到有效控制,TIR国际道路运输正积极助力中国复工复产。我们将加大TIR国际公路运输在国内的宣传力度,加深市场对于跨境公路运输方式以及《TIR公约》的理解和认知,促进疫情后国际道路运输供应链通畅,推动中国跨境运输产业持续稳步发展。
Cross-border road transports are vital to keeping international supply chains running during the COVID-19 pandemic. As countries gradually pass the peak of infection and look to restart their economies, TIR will play a key role in national as well as global economic recovery efforts.
The immediately required step is to use eTIR, to reduce the paper flow and digitalise all procedures. All countries of Central Asia, TUR, IRN, AZE and others are being actively preparing for this step. With TIR IT tools implemented in China, China can pioneer the use of eTIR on the BRI routes.
In China, the pandemic has been effectively controlled and TIR transports are actively helping Chinese industry to resume production. IRU intends to continue to raise awareness of the benefits and importance of TIR transports to ensuring the smooth functioning of international road transport supply chains in the country and beyond.

Can you briefly introduce the current situation of epidemic prevention and control in your country?
A:IRU总部位于瑞士日内瓦。瑞士疫情形势目前总体在向好的方向发展,已经进入放宽防疫措施的第一阶段。具体到跨境道路防控措施,目前瑞士跨境陆路客运部分受限,而国际货运未受影响,一些边境口岸还开通了货运绿色通道,以保障必需品及医疗产品的运送。
在此期间,中国政府和人民为瑞士及各国抗击疫情贡献的力量,我为此深表感谢。新冠肺炎疫情是一场全球性的危机,需要协调一致的解决方案,我们携手努力,必将共克时艰!
IRU has its headquarters in Geneva, Switzerland. The COVID-19 situation in Switzerland has been moving in a positive direction and the Swiss authorities have started to relax the national epidemic prevention measures. In terms of cross-border road restrictions, international road transport has not been affected in the country and green lanes have been opened to ensure the delivery of essential and medical products at key border crossing points. Cross-border road passenger transport in Switzerland however remains partially restricted.
During this period, the Chinese government and its people have contributed to the efforts made by Switzerland, as well as other countries across the world, to combat the pandemic.
COVID-19 requires us all to work in a coordinated and consistent way. Only by working together will we succeed.
